The Manitoba Workers' Compensation Body is an agent of the Manitoba Government. Founded in 1917 in accordance with the The Workers Compensation Act , passed the previous year. This is a system of injury and disability insurance for workers and employers, paid by employers.

The council was formed as a result of compromise: wounded workers gave up the right to sue employers in return for uninformed insurance in cases of work-related injuries or illnesses, while employers agreed to pay for systems that provided them with protection from lawsuits. One of the problems that workers' compensation was created to solve, that is, the problem of entrepreneurs becoming bankrupt as a result of the high damage award. A system of collective responsibility is created to prevent that, and thereby ensure the security of compensation to workers. Individual immunity is a necessary consequence for shared responsibility.

The Council is run by a board of directors consisting of 10 members appointed by the Government of Manitoba from nominations submitted by workers, employers and the public. The Chief Executive Officer (CEO) is a member of the Board of Directors of non-voting. The current Board Chairman is Michael D. Werier, and the current President and CEO is Winston Maharaj.
